About

Fernando has more than 15 years of geotechnical engineering experience in the design, evaluation, and risk assessment of dams, spillways, canals, and their appurtenances.  Prior to joining RJH in 2025, he was employed for 10 years at the Bureau of Reclamation’s Technical Service Center where he served in a project management role and participated on dam safety advisory teams.   He also served as Lead Designer and Lead Geotechnical Engineer for various dam raise, spillway modification, and issue evaluation projects.

Fernando graduated from the University of North Florida with a B.S. in Civil Engineering and is a registered professional engineer in Colorado.
