Emergency Action Plans (EAPs) are typically required by most state dam safety offices for significant or high-hazard classified dams. The purpose of an EAP is to establish emergency levels for dam safety events, develop communication protocols to notify proper emergency management authorities for possible evacuation of at-risk persons and other public safety actions, and identify potential at-risk persons and properties. The goal of a properly functioning EAP is to reduce the potential for loss of life and injury and to minimize property damage during an unusual or emergency event at the dam of interest.

RJH, and its staff, have extensive experience preparing EAPs for municipal governments, water districts, and federal agencies. Key staff members at RJH have expertise in the necessary areas of hydraulic modeling to prepare floodplain inundation limits and knowledge of critical dam design criteria that are necessary to fully understand how to evaluate dam safety risks in order to properly identify emergency levels at a specific dam or within the downstream floodplain. Our familiarity with preparing EAPs and relevant technical knowledge enables RJH to prepare a detailed, complete, and thorough report that ensures the dam owner meets the ultimate purpose and goal of an EAP.
